\u003cp class='copymedium'\u003e\n\nWhether or not we ever attain universal social justice, there can be little \n\ndoubt that the international community has set meaningful standards, and that \n\nsignificant progress has been made over the last century. The leading \n\nstandard-setter throughout this period has been the International Labour \n\nOrganisation (ILO), with its nearly 200 conventions on labour law and social \n\nsecurity law. Yet it is often asked: how effective are these standards? Do any \n\nlLO Member States actually offer (to quote the Philadelphia Declaration of the \n\nILO Conference of 1944) social security measures to provide a basic income to \n\nall in need of such protection and comprehensive medical care? Perhaps not, \n\nbut some come close, thanks to the application of ILO standards.\n\n\u003c/p\u003e\n\n\u003cp class='copymedium'\u003e\n\nThis much-needed volume is the first detailed analysis of the legal meaning of \n\nILO conventions within the ratifying Member States. In unprecedented depth a \n\npanel of distinguished authorities explores the role of ILO conventions in \n\npreparing and amending national legislation, in parliamentary debate, and in \n\nnational case law. For comparative purposes, five countries the United \n\nKingdom, France, Germany, Spain, and the Netherlands-are studied in depth. \n\nAmong the points of discussion that arise are the following:\n\n\u003c/p\u003e\n\n\u003cp class='copymedium'\u003e\n\n\n\n\u003c/p\u003e\n\n\u003cul\u003e\n\n\u003cli class='copymedium'\u003e\n\nthe social dumping\u0026#191; that results from distortion of competition;\n\n\u003c/li\u003e\n\n\u003cli class='copymedium'\u003e\n\nthe lLO's supervision procedures;\n\n\u003c/li\u003e\n\n\u003cli class='copymedium'\u003e\n\nprotection of international migrant workers;\n\n\u003c/li\u003e\n\n\u003cli class='copymedium'\u003e\n\ntemporary exceptions for developing countries; and\n\n\u003c/li\u003e\n\n\u003cli class='copymedium'\u003e\n\nthe possibility of rnodernising texts of older conventions.\n\n\u003c/li\u003e\n\n\u003c/ul\u003e\n\n\u003cp class='copymedium'\u003e\n\nA useful annex reprints the texts of the ILO Constitution and the so-called \n\nup-to-date conventions pertaining to social security which are currently being \n\npromoted for ratification by the ILO.\n\n\u003c/p\u003e\n\n\u003cp class='copymedium'\u003e\n\nAt a time when the very meaning of such terms as work and social security is \n\nbeing challenged by prevailing economic and political forces, this full-scale \n\nreappraisal of a body of international law that, although soft, has had a \n\npronounced positive effect on the progress of social justice is to be \n\nwelcomed.
