[Flaptekst]: »The Negative Weight of Votes as an Effect Against the Equality of Elections - Consequences, Evaluation and Chances of a Readjustment« Transferring votes into parliamentary seats is not only a mathematical problem, it predominantly is a problem of democratic representation. The German system of personalised proportional representation raises special issues. Effects such as surplus seats and inverse success value, so far known in theory only, recently occurred in the jurisdiction of the Federal Constitutional Court. The analysis highlights the implications of the German constitution, asks for legal obligations and shows ways to resolve these problems. Considering recent decisions, the current electoral system is being reviewed and possible future variations are evaluated.
